After his release from the Terriers he has spells with Scarborough and Burton Albion before joining Rovers at the beginning of last season.
The former Rovers captain will be hoping that his experience both in the Football League and at the top of the Non League pyramid will help the Poppies chase promotion.
"Everyone here has to look to improve themselves. After finishing eighth, we should be going for the play-offs," said Fowler.
"I've had a couple of conversations with Mark Cooper and I can see his man-management skills straightaway. He's got a good future in the game and a great reputation so far."
