"We are opening the doors to a general leisure night out, as opposed to the traditional image of only gambling going on inside a casino," said Mr Turver.
"There is a big difference between gambling and gaming," he went on.
"Gambling is about people who want to go out and bet and win.
"Gaming is about people who go for a bit of fun."
And most players in a casino are there for a fun night out.
The Grosvenor opens from 6pm to 6am, Sunday to Friday, and 6pm to 4am on Saturdays.
In addition to the gambling hall, it also features a restaurant serving meals until the early hours, a card room and 10 slot machines.
There is even a virtual roulette game, involving touch-screen computers.
The casino also has a stage and live entertainment will feature.
Relaxed restrictions mean that punters can now take alcoholic drinks on to the gaming floor.
