The camera was in the back of the van so it could not be parked elsewhere. The operators then walked to the road with the equipment.
Mr Gwynne added: "We have to find somewhere safe to park which is not causing a problem to other road users.
"If we have to park on pavements then we make sure we are not causing an obstruction to pedestrians.
"Reducing casualties is the overriding concern in all this."
He claimed that the partnership stuck to strict rules on signs and where they were placed.
"They are as visible as we can make them - but they must not cause an obstruction to people using the pavement," he said.
