Planners urge councillors to back scheme for youth club

The proposal suggests access from Greenside Road and car parking on the site of the former building.

The site is classed as "greenfield" and the Government encourages building on previously used "brownfield" land.

The planners' report notes that the plot is already in use for recreation.

However, the land would allow the council to meet future housing needs.

The report also says community facilities should be provided on accessible sites, according to UDP policy.

And the site already fulfils this requirement, being already used for sport.

"In these circumstances, it is considered that the community benefit that would be realised as a result of allowing the proposal outweighs the need to retain the site for housing," say planners.

Officers recommend that the scheme be passed on to the Planning and Highways Committee if councillors are considering granting permission.
