Council may review parking rules after court defeat

Mr Crapper, of Birchencliffe, was given the parking ticket in August, 2006, after parking in a clearway off Manchester Road.
He contested the ticket and was threatened with the bailiffs.
But after two-and-a- half years the tribunal overturned the £60 fine.
It ruled that there were some exceptions for loading and delivering on a clearway.
Ms Gedman added: “Our legally enforceable traffic regulation orders do not allow exemptions for loading on a clearway.’’
