Concerns have been raised about the lights-controlled pedestrian crossing where the accident happened as a fire engine was answering a 999 call to a house fire in Lockwood.
Kirklees Council is helping a police investigation into what happened and has also launched its own inquiry.
A spokeswoman said: “The accident involved three adults; two were people with learning disabilities and one was a member of staff from Kirklees Council Adult Services.
“The accident happened when they were out shopping. The families are being kept informed by the police. Adult Services are offering their full support to all involved.’’
