Lindley couple Gavin and Sharlene Noble winded by parking fine

“I would have thought the council would be a bit more understanding of people who park outside their own homes and have permission to do so.

“The permit was still in the car so had the warden taken a couple of seconds they would have spotted that.

“Otherwise it would take seconds to knock on a door to check with the owner why the permit isn’t on display – there should definitely be a system in place for residents.”

The couple are now prepared to fight the council’s fine.

“We can’t afford to pay £70. I work part-time, my husband’s job is commission based and we have two children and a house to keep.

“It is ridiculous and we are prepared to take the council to court over this to show that.

“It’s unbelievable that the council is not prepared to bend on something that could so easily happen to anyone.”

A council spokeswoman said: “This is the second time that Mr and Mrs Noble have incurred a penalty charge notice for failing to ensure that a parking permit was clearly on display in their vehicle.

“The first notice was cancelled after the couple said the permit had been blown off the dashboard of their car on to the floor by the wind.

“They were issued instead with a warning that future incidents would incur a fine. The second penalty charge notice was issued for the same reason and will not be cancelled.”
