“It’s never a good day for Hayley and she doesn’t sleep. She hasn’t slept properly since the day it happened.
“She’s quite strong but to see it on TV brought it all back.”
Clr Peter Coles, Scrutiny Chair for Economy and Environment on Calderdale Council said: “Members were of the opinion that roadside memorials are a very sensitive issue.
“Rather than looking to produce a policy on this, which could be seen to be inflexible, the council should seek to produce a series of guidelines.
“We need to take a flexible and sensitive approach ensuring that we strike a balance between the needs of grieving families, residents whose properties are adjacent to the crash site and the overall effect on road safety.
“The laying down of flowers can be an important part of the grieving process and people should be allowed to express their grief.”
A spokesman for Calderdale Council added: “We would never take a memorial away.”
