KIRKLEES councillors and staff are the best in Britain.

An Audit Commission report released today gives the authority top marks for capacity.

Kirklees is the only council in the country to win four stars in the category, which rates the quality of councillors and staff.

The commission ranks local authorities between no stars and four in five areas – ambition, achievement, capacity, priorities, and performance management.

Kirklees won four stars overall, with only Westminster City Council performing better, having picked up more four star ratings in other areas.

Council leader Clr Robert Light was delighted with the news.

He said: “This is a fantastic result for the council. It is a proud day for all concerned – staff, councillors and all organisations which help us provide vital services for our local communities.

“It is a team effort and I would like to thank everyone for the crucial parts they have played.”

But Clr Light added that Kirklees would not rest on its laurels.

He said: “We aren’t complacent and we have an ambitious programme to get even better. We want to provide even better services for our residents. I cannot overstate the importance of the council’s workforce in achieving this result. We will rely on our staff to maintain our position as a top performing council in the country.”

The Audit Commission said Kirklees was performing strongly, had effective leadership, reliable systems and strong working partnerships which delivered good services to local people.

The report also praised the council – in which no party has a majority – for achieving political consensus.

The Audit Commission report said Kirklees was becoming a better place to live. It said: “Robust frameworks are bringing results. Crime and anti social behaviour are reducing, health is improving, and economic regeneration is transforming towns and neighbourhoods.”

Several aspects of the council were praised. The report said: “Councillors provide effective leadership in their wards and through area committees. Cabinet members are good community champions for their portfolio areas.

“The council is an effective ambassador for the area, working hard to secure external funds and to raise the profile of Kirklees

“Engagement with older people is good. The needs and aspirations of young people are at the centre of planning for services. People living in rural areas have a strong voice.”

But commission inspectors recommended improvement in some areas including narrowing gaps in income and health and working with voluntary groups.
