LEARNER drivers in Huddersfield have to wait more than four months for a test - the longest time in Yorkshire.
Instructors say people have to book tests 18 weeks in advance because of mismanagement by the Driving Standards Agency.
Instructor Vivien Lees, of Upper Hopton, says she has been forced to book pupils in for tests as far away as Bridlington to get them one quickly.
She believes that although the DSA is trying to tackle the problem there is still a long way to go before waiting lists improve.
She said: "If people fail it is dreadful that they have to wait more than four months to retake the test.
"In the end it is the learners who suffer, because it costs them a fortune.
"Instructors are asked to predict many weeks in advance if someone will be ready for their test.
"It is very difficult to know if someone will be up to a standard where they can pass.
"Because we are having to book people in earlier we are being blamed for putting learners in for their tests when they are not ready and blocking up the system - but we have no other choice."
Motor Schools Association general manager John Lepine blamed DSA mismanagement for the backlog.
He said: "It has not been handled correctly for a number of years. Things have just got worse and worse.
"It is a nuisance for the instructors, but the big losers are the learners.
"If they fail it could end up costing them hundreds as they have to pay for more tests to keep them up to standard.
"We are told the DSA is attempting to recruit more instructors, but as yet we don't seem to have seen much difference."
DSA central operations manager Geoff Morgan said the agency was working hard to cut waiting times to the national average of six weeks by January next year.
He said more instructors were being recruited to tackle the problem.
As well as Huddersfield, other problem areas were Bradford and Wakefield - both with 16-week waiting lists - and Halifax, where the waiting time is 15 weeks.
