LIB Dem councillor Margaret Fearnley accused the cabinet of removing funding from an adult education centre.
The Colne Valley member claimed £100,000 to refit Slaithwaite Town Hall was being cut.
She said: "The Conservatives have pulled funding to modernise heating in the building, which is still well used as an adult education centre.
"This appalling decision will deny the people of Slaithwaite and beyond a decent and well-used facility. "
But Conservative councillor Martyn Bolt said: "Replacing the boilers is part of the planned maintenance but it is not considered a priority."
