Tom, a rifleman, died alongside Sgt Gareth Thursby on September 15 last year when a rogue Afghan policeman they went to help, opened fire.
The attack occurred at a security checkpoint in the Nahr-e Saraj district of Helmand.
Tom’s mother Claire who works at the new complex, named the Tom Wroe Complex Care facility, said it would be an “emotional but proud day”.
She and her husband Mick, who served in the Dukes, which became the Yorkshire Regiment, for 22 years, said their teenage daughter, Demi, would be making a speech and releasing a balloon in memory of Tom.
The occasion is particularly poignant as today would have been Tom’s 19th birthday.
Mick said: “We had a surprise party booked for his 18th but he was on standby to go to Afghanistan so we were not able to celebrate his party at home and just a few days later he was there”.
