A ‘frightening’ care home is to close following a damning report by government inspectors.

Eldercare, which runs Cowlersley Court, has announced it is to close the Cowlersley Lane home after it was rated ‘inadequate’ in all categories by the Care Quality Commission (CQC).

Kirklees Council said it was working ‘as a matter of urgency’ with Eldercare to find alternative accommodation for the home’s remaining residents.

During an inspection in October, a CQC inspector found ‘widespread and significant’ weight loss among the residents, ‘visibly tired’ and ‘snappy’ staff as well as disabled residents left unattended for long periods in urine-soaked clothes.

Relatives of residents told inspectors: “We have nothing good to say about this home; it’s frightening.”

A CQC spokesperson said: “We last inspected Cowlerley Court, in October 2015, and found serious concerns in a number of areas including staffing arrangements, unsafe medicines management, lack of person centred care, failing to report safeguarding incidents and little evidence of effective quality monitoring.

“We rated the service ‘inadequate’ overall and placed it into special measures, and began taking enforcement action to ensure the people living there were not at risk of harm.

“We shared our findings with Kirklees Council and local commissioners and continued to monitor the home throughout late 2015 and early 2016.

“We are aware of the provider’s intention to close the service and are supporting Kirklees Council and local commissioners who are ensuring the relocation of the residents to safe alternate homes.”

A Kirklees Council spokesperson added: “We are disappointed to hear this care home is closing.

“We are working with the care home provider as a matter of urgency to ensure people have received an alternative care home place before the home closes.

“We will also be supporting residents and family to find appropriate care for all concerned. This is a priority to us”.

The Examiner contacted Eldercare boss Brian Vincent. Mr Vincent failed to respond.

Ashleigh Care Home, also run by Fartown-based Eldercare (Halifax) Ltd, closed late last year after it was rated ‘inadequate’ – the lowest rating – in all categories by a CQC inspector.

The inspector reported taking emergency action after finding a resident face down and suffocating on a mattress.

As well as numerous safety issues, the inspector reported finding faeces on a bedroom wall, on bedding and on a table in a sitting room.

Eldercare runs Elm Royd Nursing Home, in Brighouse, which was rated “inadequate” in its latest CQC report.

Several other Eldercare homes in Yorkshire – including Sun Woodhouse, Fartown – and one in Greater Manchester were rated “requires improvement” in their latest CQC reports.

Now closed, Parklands House, Rochdale, was so dirty inspectors detected foul odours as they approached the building.

Eldercare-run Alexander House Care Home, Halifax, received “good” ratings in all categories following a CQC inspection on December 22.
