A SPEED camera was still working - even though it had been flattened on a busy dual carriageway.
The camera was found leaning against a small post on the uphill stretch of the Calderdale Way Elland bypass.
Motorists thought it looked as if it had been cut down.
But engineers inspected the damage and concluded that it had probably been knocked down by a vehicle.
The camera is run by the West Yorkshire Casualty Reduction Partnership, which is made up of the five major councils in West Yorkshire.
A spokesman said: "The fact it was still working shows how robust these camera housings are.
"It may have been knocked over during the snow on Tuesday or Wednesday."
