Shoppers will get free parking in parts of a town centre until after Christmas.

On-street charges were suspended in Halifax last month after Calderdale Council was told they could not be legally enforced after losing an appeal against a fine.

Now the council says people can still park for free - but only for a limited time and they are warning drivers to check waiting times on updated signs from November 7.

A new temporary Traffic Regulation Order (TRO) will mean the council can enforce time limits and issue fines if people park for longer than permitted.

Ian Gray, Director of Economy and Environment, said: “Although commuters have enjoyed all day free parking within the town centre since we lifted the restrictions on October 8, we know that this has reduced the spaces available for visitors and shoppers.

“We recognise that this will become more important in the run up to Christmas.

“The temporary TRO should ease the pressure by freeing up parking spaces. We are also working hard to introduce a new, permanent TRO and expect that this will be in place in early 2015.”

The temporary TRO will allow the council to enforce time limits on parking bays.

It will re-introduce short stay on-street parking within the town centre to make sure that spaces regularly become available throughout the day.

However, parking charges will continue to be suspended until the permanent TRO is introduced next year.

Calderdale says 7,000 fines dating back to 2008 could be refunded as the council was unable to legally enforce them due to errors made to a TRO.

Charging for off-street parking, in the council’s car parks in both areas, is unaffected.
