Calderdale Council is to step up inquiries into the problems behind a care home at the centre of a neglect case.

A Serious Case Review will continue in January into the terrible conditions at the Elm View nursing home.

The neglect of elderly residents led to the jailing of the former owner and manager of the nursing home.

Four residents were deliberately neglected and owner Philip Bentley and manager, Faheza Simpson, of Holmfirth, were each jailed for 12 months, following a harrowing trial at Bradford Crown Court.

Calderdale Council’s Cabinet member for adults, health and social care, Clr Bob Metcalfe, said: “The council welcomes the findings of the court proceedings in respect of the owner and registered manager at Elm View, and would like to thank everyone who has worked tirelessly in the pursuit of justice for the people affected.

“We take safeguarding very seriously, and this outcome highlights that the council and partner agencies are committed to taking action to address issues of poor quality and safeguarding.

“We work closely with care homes, the Care Quality Commission and other agencies to monitor standards in care homes.

“Members of the Safeguarding Adults Board intend to meet with the individuals affected in January to go through the details of the Serious Case Review with them face-to-face before it is made public, to give them chance to ask questions.”

The court heard that Bentley and his late wife had bought Elm View Nursing Home, Halifax, as a business but that by 2011 Bentley had lost interest in it.

Judge Jonathan Rose branded Simpson, the manager, a liar and bully while Bentley had put profits before the welfare of vulnerable people.

The court heard the home was woefully understaffed as a result of Simpson’s bullying manner, which drove staff away and Bentley’s failure to recruit adequate replacements.

A police investigation was launched in October 2011 after officers and a team of NHS nurses went into the home and uncovered a distressing scene.

One woman was lying in a urine-soaked bed while another woman had been in the same incontinence pads for 13 hours.
