A public meeting between Kirklees Council and the Planning Inspectorate will take place over the future of development plans.

The Local Development Framework (LDF) – which earmarked land for development – failed at its first reading by the Planning Inspectorate’s Roland Punshon.

He raised concerns that the council had not complied with its duty to co-operate with neighbouring authorities.

And he also questioned whether there was sufficient provision for housing up to 2028.

Kirklees Cabinet and the Full Council was considering withdrawing its LDF document in light of the critical comments but were waiting for the outcome of a hearing at Leeds City Council.

The conclusion of the Leeds hearing was that the City Council fulfilled its duty to co-operate.

A council spokeswoman said: “As Kirklees took broadly the same approach to the duty as Leeds, an exploratory meeting with the planning inspector has been requested to establish whether there is a reasonable prospect of a successful outcome to the examination process.

“The inspector has agreed to a meeting. It is likely to be held in September and will be held in public. Information about arrangements will be published in due course.”

The LDF core strategy set out how much new development would be permitted, where is should be and how it would be sustainable.

It was drawn up amid much controversy among the public.

After much debate among councillors of all parties, the council put forward plans for 22,470 new homes in the borough.

They had submitted that 7,600 of them be built in Huddersfield, 6,700 in Dewsbury and Batley (including 1,500 in current green belt), 2,900 in Birstall, Cleckheaton, Heckmondwike and Mirfield and 5,300 in smaller towns and villages.

The LDF also set aside 122 hectares of land for employment, including 42 hectares at Cooper Bridge, 15 hectares in Clayton West and five hectares in Meltham, among other locations.

Tomorrow Kirklees Cabinet will confirm the approach and decide the next step.
