ELDERLY people in Huddersfield have welcomed a new Pension Credit, to be launched next Monday.
The cash is paid to pensioners if their income is below a certain level.
But the Huddersfield District Pensioners' Organisation says millions of poor pensioners will slip through the net, as not enough is being done to help the elderly claim the benefit.
Mrs Noreen Logan, chairman of HDPO, said: "There will be more people getting more money.
"But it will also mean more people missing out on what they should be entitled to. This is an entitlement not a right."
She added that a lot of people saw it as an intrusion when they had to apply and be means-tested and refused to do it.
"Others slip through the net," she said.
The Government aims to make sure that 75% of pensioners take-up the credit over the next three years and 90% by 2006.
An advertising campaign is to promote the benefit and a new call centre has been set up in York to handle telephone inquiries.
But Mrs Logan said: "It is still too difficult for people to understand. People are very proud and do not like being means-tested.
"They think that if they have worked and saved all their lives it their own business.
"Also, people's financial arrangements are so complicated and diverse. No two people are alike really."
Mrs Logan said that it would be much simpler if the Government simply increased the pension in line with the average wage rise in industry, rather than the retail price index, as it is now.
British Gas has teamed up with the Help the Aged charity and is calling on the Government to revise its target for Pension Credit take-up.
The partnership says the 75% target over the next three years is too low and runs the risk of perpetuating the situation in which hundreds of thousands of poorer older people do not claim and receive their rightful benefits.
