Evans lost concentration and allowed Bullock in 13 minutes in the first period of extra time to stab the ball past a despairing Martyn Margetson.
Clyde Wijnhard had earlier spurned the chance to score what would have been the winner after 3 minutes of the second half when he rose unmarked at the far post to head goalwards only to be denied by the left hand of Phil Barnes.
Danny Schofield was the undoubted man of the match after he came back from injury to terrorise the petrified Blackpool defence.
He contributed to Town's crucial first goal after just 3 minutes when he rounded Phil Barnes and was brought down.
It was touch and go but the referee opted not to send the fortunate Barnes off as one of his defenders appeared to have gotten back in time.
Clyde Wijnhard sent Barnes the wrong way as he reduced the aggregate deficit with a powerful penalty - Town's first penalty of the season and Clyde's second goal of the season from his first start.
Wijnhard was back to his physical best, holding off his markers, putting himself about and generally linking up well.
His strike partner Schofield was a danger all night and it wasn't long before he had tested the range with two shots over the bar and a mesmerising performance comprising pace, skill and vision to scare the living daylights of the visiting defence.
His third effort was a superbly struck left foot curler which evaded Barnes and went inside the post to level the aggregate scores.
Blackpool were reeling and, apart from a couple of set pieces where they looked threatening, never had a chance as Craig Armstrong and Thomas Heary covered the midfield ground well and denied the visitors the space they needed to play their usual passing game.
The second half started with Wijnhard's chance to win the game but the Terriers didn't look back and continued their high tempo game plan and Town saw further chances for Schofield go begging, in particular a late drift around the a defender which might have been finished superbly were it not for a late tackle.
With the Terriers tiring after their exertions it was only a matter of time before Blackpool got their act together and they waited until extra time to get their passing game together.
A tired Terriers side kicked off extra time looking for a goal but it was always a gamble with fatigue playing a big part.
Lou Macari was shaping up for a substitution with Kenny Irons and Dwayne Mattis waiting on the sidelines before Martin Bullock saw his chance after 113 minutes and struck.
Town had deserved something out of the game after their inspired comeback but instead they were denied by one single mistake.
