Three extra bailiffs have been recruited by the Environment Agency to patrol the River Calder, which flows through Calderdale and Kirklees.
They will also be scouring the River Don in South Yorkshire for fishermen without a licence, were employed after 503 prosecutions in Yorkshire and the North East last year.
A spokesman for the Environment Agency said in South, West and East Yorkshire there were 13 prosecutions last month, down from 30 in February.
Peter Mischenko, area fisheries technical officer, said: "An annual coarse and trout licence costs £23.50 and the money is ploughed back into providing better angling opportunities in the region."
