HOUSEHOLDERS in Calderdale could see council tax bills rise by 4.8%.
Tory chiefs said it would mean charges going up by £32 a year for band A properties.
Clr John Ford, the council's leader, said smarter ways of working and better targeting of resources would help minimise the increases.
Clr Ford said: "The council acknowledges that people want lower council tax rises combined with good services. These proposals endeavour to meet those aspirations.
"We are therefore proposing some new ways of working, better targeting of resources and minimising council tax increases through income generation."
Last year's rise was 4.2%, including police and fire charges.
Inflation is running at 1.6%, according to official figures published yesterday.
