ANGRY families are urging Kirklees Council: "Take our money ... please".
They each owe hundreds of pounds for home care but no-one will accept their cash.
Julie Hirst, of Beaumont Park, said she owed seven months of care bills for her mother Marie Preston, 78.
She said: "We can't even get them to tell us how much it is, never mind paying.
"It's ridiculous when you read that social services are overspent by millions of pounds."
Kirklees Council officers blame problems with a new payment system for the delays.
Stephen Taylor, of Alton Avenue, Dalton, said he had waited months before finally getting a plastic swipecard to make payments at a post office.
He said: "It seems easier to send a spaceship to Mars than settle my bill."
Mr Taylor said he had contacted the council several times only to be told that there was a "backlog".
A council spokeswoman blamed "workload issues".
She said: "Anyone affected by the delay in issuing swipecards will be contacted in the near future with the arrangements for making payments and apologies for any confusion caused.
"This will have no impact on the financial position of the council in general, or social services in particular, as all due income will be collected."
