CALDERDALE Council has a new leader, Conservative Clr Stephen Baines.
Clr Graham Hall will become deputy leader. Clr Baines, who was first elected to the council in 1990, has served on various committees and has been deputy leader from 1994 to 1996, 2000 to 2004 and 2007 to the present.
He represents the Northowram and Shelf ward and has also represented the Town ward.
In 1996 he was awarded the MBE for political and public service.
