ALMOST 400 General Election candidates are already assured of victory in the safe seats which account for more than half of House of Commons seats, according to electoral reform campaigners.

The votes of more than 25m people would count for nothing in the May 6 election, as they live in constituencies where there is no prospect of a change in party, say the Electoral Reform Society.

The Society called for the introduction of a single transferable vote system for Westminster elections to make votes in every area count.
