A WOMAN has spoken of her disbelief after council workmen painted a disabled bay round her car before she was fined by a traffic warden.
Shirley Hatcher, 67, parked her car in North Road, Southampton, when no parking restrictions were in place.
When she returned she found that contractors working for Southampton Council had painted the disabled bay around her silver Ford Fiesta - splashing it with paint in the process.
And a traffic warden had put a £60 fixed penalty notice on the windscreen - even though the bay was not yet in use because no signs had been put up.
Mrs Hatcher said: "I couldn't believe my eyes. I had just gone to the hairdressers.
"My car was covered in polka dots from their paint. I was absolutely fuming. All I could think was what sort of idiot did this.
"I saw the funny side of it the next day. You couldn't make it up."
A council spokeswoman said a personal apology had been made to Mrs Hatcher.
She said the council would also cover the cost of repairs to her car.
